I’ve never been to the Sub City. I told Cameron:

 

“I’d like to go someday.”

 

He responded to me:

 

“Don’t. Curiosity killed the Android.”

 

I don’t understand his turn of phrase but it’s true.

 

From what I can glean from humans I have spoken to and the databases itself it seems the Sub City was a part of the Hollowing Act of 2063.

Affordable housing was built by UtopiTech close to the Thermoelectric heat pump plant. Cooling off the city and the Earth. One of many like it.
 

 

Cameron told me that there used to be non-light trains that ran through the Sub City when it was still just connections of tunnels.
